MODULE OVERVIEW

The Laws of the Game are the foundation of every match. Great referees are not just whistle blowers — they are decision makers who understand the rules, apply them consistently, and manage the flow of the game with confidence.

This module teaches Dragon Wars referees the core laws used in youth soccer matches and how to apply them under real game pressure.

Referees will learn:

  • What the rules are

  • Why they exist

  • How to enforce them consistently

  • When game management matters more than simply making a call

THE ROLE OF THE LAWS

Why the Laws Matter

The Laws of the Game:

Without consistent rule enforcement:

  • Players become frustrated

  • Coaches lose trust

  • Games become unsafe

START & RESTART PROCEDURES

Kickoff

A kickoff starts:

  • The match

  • The second half

  • Play after a goal

Kickoff Rules

  • Ball must be stationary

  • Opponents stay outside center circle

  • Ball is in play once kicked and clearly moves

  • Team may move forward immediately

Dropped Ball

Used when:

  • Play stops for injury

  • Outside interference occurs

  • Referee accidentally interferes

Procedure

  • Ball dropped to one player

  • Opponents remain 4 yards away

  • Ball in play when it touches the ground

Free Kicks

No Direct Free Kick

Indirect Free Kick

A goal CANNOT be scored directly.

Awarded for:

  • Dangerous play

  • Player Foul

  • Goalkeeper violations

  • Offside offenses

  • Obstruction

Referee Signal

Referee raises arm until ball is touched by another player.

FOULS & MISCONDUCT

What Is a Foul?

A foul is unfair or dangerous action against an opponent.

Common Fouls

Careless Fouls

Player shows lack of attention.

Examples:

  • Minor trip

  • Small push

  • Mistimed tackle

Punishment:

  • Free kick only

Reckless Fouls

Player acts with disregard for safety.

Examples:

  • Hard slide tackle

  • Aggressive challenge

Punishment:

  • Yellow card

Excessive Force

Player endangers safety.

Examples:

  • Violent tackle

  • Dangerous high challenge

Punishment:

  • Red card

Misconduct

Yellow Card Offenses

  • Unsporting behavior

  • Persistent fouling

  • Delaying restart

  • Dissent

  • Entering field improperly

Red Card Offenses

  • Violent conduct

  • Serious foul play

  • Spitting

  • Offensive language

  • Denying obvious goal-scoring opportunity

HANDBALLS

What Is Handball?

A handball occurs when a player deliberately handles the ball with the hand or arm.

Key Considerations

Referees Must Evaluate:

  • Was the arm unnatural?

  • Did the arm make the body bigger?

  • Was movement deliberate?

  • Was reaction time reasonable?

NOT Usually Handball

  • Ball kicked from very short distance

  • Arm in natural position

  • Ball accidentally strikes hand

ADVANTAGE RULE

What Is Advantage?

Referee allows play to continue when fouled team benefits from continuing.

Good Advantage Situations

  • Attacking opportunity continues

  • Team keeps possession with space

  • Breakaway attack develops

Poor Advantage Situations

  • Young age groups

  • Dangerous fouls

  • Team immediately loses possession

Referee Signal

  • Both arms extended forward

  • Loud verbal:

“Play on! Advantage!”

Consistency Builds Trust

Players respect referees who:

  • Apply rules equally

  • Stay predictable

  • Maintain same standards

Inconsistent Referees:

  • Create frustration

  • Lose authority

  • Increase conflict

Match Observation

Watch a full soccer match and identify:

  • 5 fouls

  • 2 advantage situations

  • 2 offside decisions

  • 1 disciplinary decision

Reflection Questions

  • Did the referee stay consistent?

  • What would you have called differently?

MODULE COMPLETION REQUIREMENTS

To complete Module 2, referees must:

  • Pass Laws of the Game quiz

  • Participate in scenario activities

  • Demonstrate restart procedures

  • Identify fouls correctly in video review

  • Show confidence applying rules
