MODULE OVERVIEW
The Laws of the Game are the foundation of every match. Great referees are not just whistle blowers — they are decision makers who understand the rules, apply them consistently, and manage the flow of the game with confidence.
This module teaches Dragon Wars referees the core laws used in youth soccer matches and how to apply them under real game pressure.
Referees will learn:
What the rules are
Why they exist
How to enforce them consistently
When game management matters more than simply making a call

Key Considerations
Referees Must Evaluate:
Was the arm unnatural?
Did the arm make the body bigger?
Was movement deliberate?
Was reaction time reasonable?
NOT Usually Handball
Ball kicked from very short distance
Arm in natural position
Ball accidentally strikes hand
ADVANTAGE RULE
What Is Advantage?
Referee allows play to continue when fouled team benefits from continuing.
Good Advantage Situations

Breakaway attack develops
Poor Advantage Situations
Young age groups
Dangerous fouls
Team immediately loses possession
Referee Signal
Both arms extended forward
Loud verbal:
“Play on! Advantage!”
Consistency Builds Trust
Players respect referees who:
Apply rules equally
Stay predictable
Maintain same standards
Inconsistent Referees:
